Internet Safety

The Following regulation pertains to use of the Internet and World Wide Web by minors on school district property.

C.I.P.A. - Children's Internet Protection Act

The CIPA statute requires schools to use filtering and blocking technology and to implement a set of policies related to internet access, calling both requirements an "internet safety policy." With regard to the elements of the internet safety policy, CIPA requires that schools address all of the following specific elements:

  • Access by minors to inappropriate material on the Internet and WWW;
  • The safety and security of minors when using electronic mail, chat rooms, and direct electronic communications (e.g., Instant Message services);
  • Unauthorized access, including so-called "hacking" and other unlawful activities by minors online;
  • Unauthorized disclosure, use, and dissemination of personal identification information regarding minors;
  • A plan to monitor minors' use of the internet in school.

CIPA requires schools to comply with all of the above or lose e-Rate reimbursements from the Schools and Libraries Corp. ESASD has been filtering for five years, actively monitoring for three. The newly revised Acceptable Use Policy (AUP) is also in compliance. Note: Internet filtering is not 100% effective.
