The East Stroudsburg Area School District issues this Request for Proposals (“RFP”) for Networking Infrastructure Equipment and accompanying eRate Form 470. The District intends to apply for discounts on the equipment/services listed in this RFP through the federal E-rate program. Several criteria and restrictions pertinent to the E-rate program are included herein and must be met by the successful vendor for the proposal to be considered a Qualified Proposal. Prospective Vendors must direct and confine all inquiries and communications concerning this procurement to Brian J. Borosh, Director of Technology, and correspondence should be made via email. Although there is no due date for questions, the District encourages prospective Vendors to submit any questions they may have as soon as possible. Questions should include “E-rate Network Equipment RFP” in the subject line to ensure that the issuing officer identifies the email as relating to this procurement.
One complete hard copy must be hand-delivered to the East Stroudsburg Area School District Technology Services Office, at 50 Vine Street, East Stroudsburg, PA 18301, on or before noon EST on Tuesday, December 16th, 2025. In addition, an electronic copy must be emailed to the Issuing Officer on or before noon EST on Monday, January 5th, 2025. Both copies must be identical and be labeled “E-rate Network Equipment Proposal.” All required Vendor information, certifications, and attachments must be included with the proposal. The district reserves the right to reject late-submitted proposals.
The District intends to select the successful Vendor and present the final contract to the school board no later than its January 26th, 2026, meeting.

East Stroudsburg Area School District REQUESTS FOR PROPOSALS (RFP) Professional Engineering Services Issue Date: November 24, 2025

Background and Overview
The East Stroudsburg Area School District (District) serves approximately 6,250 students across 214 square miles in Monroe and Pike Counties, Pennsylvania. The District operates ten (10) schools on eight (8) campuses totaling over 1.5 million square feet of building area and more than 600 acres of grounds and athletic facilities.
The District anticipates an average of $15 million per year in capital improvement and construction projects over the next several years. Projects may include new construction, major renovations/additions, roofing, HVAC, and building system replacements, athletic field and site improvements, security upgrades, energy conservation measures, and infrastructure work.
The District is seeking a qualified professional engineering firm to serve as its District Engineer of Record for some or all of these initiatives under either (i) a multi-year master services agreement with task orders, (ii) an annual retainer structure, or (iii) individual project assignments — whichever structure the proposer believes provides the best value to the District. Engineer of Record responsibilities shall apply only to those disciplines and scopes expressly assigned pursuant to the District’s agreement with the engineering firm and/or written task orders.
Services will span all engineering disciplines required for K-12 educational facilities (civil/site, structural, mechanical, electrical, plumbing, fire protection, technology, environmental, geotechnical, etc.). Preference will be given to firms with demonstrated experience navigating Pennsylvania’s Planning and Construction Workbook process (formerly PlanCon) for PDE-reimbursable projects.
Submission Requirements
Submit five (5) hard copies in a sealed envelope clearly marked “RFP – District Engineer of Record” and one (1) electronic PDF copy to margaret-vitale@esasd.net. Proposals may not be withdrawn for 120 days after the due date.
Scope of Services

- Bid Phase Services (documents, advertisements, addenda, bid evaluation)
- Permitting (local, PennDOT, DEP, PDE, conservation district, etc.)
- Construction Administration & Observation
- Engineer of Record responsibilities (stamping drawings, certifications, as-builts)
- Ongoing District support (feasibility studies, capital planning assistance, emergency response, grant application engineering support, etc.)

Evaluation Criteria (100 points total)
The District reserves the right to shortlist and interview the top-ranked firms (anticipated February–April 2026) and to recommend awards to the responsive, responsible proposer whose proposal is determined to be most advantageous to the District, taking into consideration the evaluation criteria above. Price is an important factor, but it will not be the sole determining factor. This Request for Proposal is for professional engineering services and is not subject to the bidding requirements of Section 751 of the PA Public School Code.
Target Board approval: June 2026.
Reservations & Standard Provisions
● The District reserves the right to reject any/all proposals, waive minor irregularities, and negotiate contract terms.
● All proposals become the property of the District and are subject to public disclosure under the Pennsylvania Right-to-Know Law and Sunshine Act.
● By submitting a proposal, the firm certifies it is not currently debarred or suspended by any federal or state agency.
● Non-Discrimination: The firm agrees to comply with all applicable anti-discrimination laws, including but not limited to the Pennsylvania Human Relations Act, Section 504, and Title VI and Title VII of the Civil Rights Act of 1964.
● Non-Collusion Affidavit: The selected firm will be required to execute a standard non-collusion affidavit.
● Any agreement resulting from this RFP shall be subject to approval by the East Stroudsburg Area School District Board of Education
